Anglers 18 and older need an ID and complete a child support certification form each year. Island Beach State Park is a barrier-island park in Ocean County, running from Seaside Park south to Barnegat Inlet. Its fishing reputation rests on two things: a surf and inlet shoreline that holds fluke, striped bass, bluefish and tautog through the season, and a special rule that lets shore anglers keep smaller fluke than the rest of the state allows. The vehicle permit system for driving on the beach is unsettled for 2027, so this guide leads with the rules that do not depend on it. Where a fact comes from a magazine or a news report instead of an agency, we say so.
The shore fluke rule
For most New Jersey waters, the summer flounder season is May 4 to September 25, with an 18 inch minimum and a three fish limit. At Island Beach State Park, shore anglers have a different rule: 16 inches and two fish, for the same dates. New Jersey’s size table defines shore-based fishing as fishing from a pier, jetty, beach, bank or marsh, so the rule is for anglers standing on land. Anglers fishing from a boat follow the statewide rule.
That makes the park useful for anglers who do not own a boat. It also means a fluke between 16 and 18 inches is legal to keep only if it was caught from the shore at the park. Measure every fish. The rule is a 2026 table value, and we do not publish a start year because our sources disagree on whether the program began in 2013 or 2014. The statewide picture, including the Delaware Bay and the Cape May boundary, is on the New Jersey fluke guide.
Rules for the fish you may keep
The rules snapshot above shows the values we verified from New Jersey’s tables, last updated October 5, 2026.
- Striped bass: open all year in the Atlantic within three nautical miles, one fish between 28 and 31 inches. Non-offset circle hooks are required with bait, and gaffing is illegal. See the striped bass guide.
- Tautog: a 15 inch minimum with four windows listed in the table. Jetty fishing at the inlet is where most tautog are caught. See the tautog guide.
- Black sea bass: 12.5 inch minimum, with a daily limit that changes by date from May 15.
- Registry: there is no saltwater license in New Jersey. Anglers 16 and older must register, free and online.
All the rules are gathered on the New Jersey rules page.
What is here
Barnegat Inlet sits at the south end of the park. Based on reporting from The Fisherman and OnTheWater tackle-shop reports, which we have not verified, the fishing breaks down like this.
- The surf: fluke stage in the surf near the inlet before their fall migration, and a stretch of beach known as the “Miracle Mile,” between Two Bit Road and Gillikin’s Road, is fan-cast daily in summer. Late November 2025 reports describe slot-sized striped bass in the surf near Seaside Park and in the park on sand-eel jigs and soft eels.
- The inlet and jetties: August 2026 reports describe fluke, tautog and bluefish at the inlet, with tautog on the jetties on green crabs.
- Across the inlet: New Jersey’s undated saltwater guide lists Barnegat Lighthouse State Park (jetty and bank, with a handicap-accessible area), Barnegat Light’s municipal beach and the Seaside Heights ocean and bayside piers. We could not confirm hours, fees or current conditions at any of them.
Gear that works
A 9 to 10 foot surf spinning rod handles fluke, striped bass and bluefish from the beach. One magazine article describes a 9 foot steelhead-style rod with a size 5500 spinning reel, braid, a three foot leader of 20 to 30 pound fluorocarbon and a bucktail of 3/8 to 2 ounces with a soft-plastic teaser above it. That is one angler’s setup, not a rule, and the right weight depends on the current. For tautog on the jetty rocks you want a heavier rod, braided line and a short leader, since the fish pull into the rocks. Tell us where you plan to fish and we will build a rod for it.
Timing
The fluke season in the table opens May 4 and closes September 25, so summer is shore-fluke season. Striped bass reports in our sources come from late fall. For anything between those windows, treat what you read online as a lead and confirm with a current report.
Safety
- Jetties and inlet rocks are slippery, and waves can sweep them. Fish them in calm conditions with real traction and never alone.
- The inlet current is strong, so be careful wading near the mouth.
- Driving on sand carries its own risks and rules, which change. Follow the park’s current vehicle rules.
- Lightning can strike an open beach. Leave the water and the sand when a storm approaches.
