Rules snapshot

  • New Jersey Saltwater Recreational Registry

There is no saltwater license. Anyone 16 and older must register, free and online only, before saltwater fishing recreationally in New Jersey. Registrations expire at the end of each calendar year. Anglers 18 and older need an ID and complete a child support certification form each year. New York has its own registry, and the NPS says both apply at Sandy Hook. · eRegulations NJ: saltwater registry (updated May 11, 2026), checked November 1, 2026

  • Circle hooks and gaffing for striped bass

Non-offset (inline) circle hooks are required when fishing for striped bass with bait. It is illegal to gaff or attempt to gaff a striped bass. · eRegulations NJ: saltwater size and possession limits (updated Oct 5, 2026), checked November 1, 2026

  • Striped bass, marine waters

Slot 28 to 31 inches, 1 fish, everywhere. Atlantic Ocean 0 to 3 nautical miles: no closed season. Delaware River and tributaries from the Calhoun Street Bridge to the Salem River: March 1 to 31 and June 1 to December 31. Upstream of the Calhoun Street Bridge: March 1 to December 31. All other marine waters: March 1 to December 31. Federal waters (3 to 200 nautical miles): prohibited. Non-offset circle hooks are required with bait, and gaffing striped bass is illegal. · eRegulations NJ: saltwater size and possession limits (updated Oct 5, 2026), checked November 1, 2026

  • Summer flounder (fluke)

Season May 4 to September 25. Most New Jersey waters: 18 inches, 3 fish. Delaware Bay and tributaries west of the COLREGS line: 17 inches, 3 fish. Island Beach State Park shore fishing (from a pier, jetty, beach, bank or marsh): 16 inches, 2 fish. Check NOAA for federal-water rules. · eRegulations NJ: saltwater size and possession limits (updated Oct 5, 2026), checked November 1, 2026

  • Sandy Hook fishing rules (Gateway NRA)

Saltwater fishing only. Permits are required for after-hours fishing (9 p.m. to 6 a.m.) and not during regular business hours; you must be actively fishing while using the permit. 2026 Fishing Access Passes were sold out; the 2026 pass is valid through March 31, 2027 and was sold online only through Recreation.gov in March. Fishing is prohibited within 150 feet of posted shorebird nesting areas and on lifeguard-protected beaches when lifeguards are on duty. The pass price and any 2027 sale terms are not on the page. · NPS Gateway NRA: fishing (updated Mar 31, 2026), checked November 1, 2026

  • Cape May National Wildlife Refuge fishing

Surf fishing is permitted in the Atlantic Ocean portion from October 1 to March 31, and along the Cape May Inlet year-round. Access is from half an hour before sunrise to half an hour after sunset. No refuge permit or fee is required, but all saltwater anglers must register with the New Jersey registry. The refuge home page says the Two Mile Beach Unit beach is closed from April 1 through September to protect shorebirds, and names the year-round inlet site differently from the fishing page. · USFWS Cape May NWR: fishing (undated), checked November 1, 2026

  • New Jersey fish consumption advisories

Advisories exist for some New Jersey waters. Check the Fish Smart, Eat Smart NJ map (FishSmartEatSmartNJ.org) before you eat what you catch. eRegulations NJ: health advisory (updated May 11, 2026)

This is not legal advice. Rules change, so confirm with the state agency before you fish.

New Jersey’s shore is a string of fishing beaches, but they do not share rules. Some need a pass after dark, one has a shore fluke rule that exists nowhere else, one opens to surf fishing only in the cold months and one faces a bay instead of the ocean. This guide puts four of them side by side: Sandy Hook, Island Beach State Park, Cape May and the Delaware Bay shore. Everything here comes from the guides linked below, which cite their sources and mark what we could not confirm. We have not verified fees for any of them, so we publish none.

Rules that apply on every beach

  • Registry: New Jersey has no saltwater license. Anglers 16 and older must register, free and online, each year. At Sandy Hook the Park Service says New York’s registry applies too.
  • Circle hooks: non-offset circle hooks are required when you fish with bait for striped bass. Gaffing a striped bass is illegal.
  • Striped bass: one fish from 28 to 31 inches. The ocean within three nautical miles is open all year, and other marine waters are open March 1 to December 31.
  • Fluke: the season is May 4 to September 25 in 2026. Most waters have an 18 inch minimum and three fish, the bay has 17 inches and three fish, and shore anglers at Island Beach have 16 inches and two fish.

The rules snapshot below shows the dated values. For the full table, read the New Jersey rules guide.

Sandy Hook

The park rules are the story at Sandy Hook. You can fish saltwater only, you must stay 150 feet from posted shorebird nesting areas and you may not fish on a beach with lifeguards on duty. After-hours fishing needs a pass, which sold out for 2026, and parking after hours needs a permit as well. Magazine and tackle-shop reports describe striped bass in spring and fall, bluefish at the Rip, summer fluke and false albacore. Treat them as leads, because we did not verify them against an agency. Medium-heavy spinning rods suit the surf and the Rip.

Island Beach State Park

Island Beach is where the shore fluke rule lives. If you stand on the sand, a jetty or the bank, a 16 inch fluke is a keeper, two a day, from May 4 to September 25 in 2026. From a boat, the statewide rule applies. The park’s vehicle permits, which let you drive onto the beach, are unsettled for 2027, so we describe none of the process. Reports describe fluke, tautog and bluefish at Barnegat Inlet and striped bass in the surf in the fall.

Cape May

At the southern tip the refuge sets the calendar. Atlantic surf fishing is open from October 1 to March 31, and the Cape May Inlet is open year-round, during the half hours around daylight. That makes it a cold-weather surf destination, with jetty tautog and striped bass as the usual targets in reports. The bay line also runs through here, and where you stand decides whether a fluke is legal at 17 or 18 inches.

Delaware Bay shore

Fortescue and the beaches north of Cape May are not ocean surf. They are bait beaches, with bloodworm and clam fishing for striped bass and drum in spring, and a fluke rule that is one inch smaller than the Atlantic’s. A May 2026 report describes striped bass of 30 to 43 inches on bloodworms and a spotty drum bite. The spring horseshoe crab spawn and the migrating shorebirds that feed on it shape the season, and we found no agency page on closures, so we make no claim about them.

Which beach for which angler

  • No boat, want fluke: Island Beach, because the shore rule was built for anglers on foot.
  • Cold-weather surf: Cape May’s October to March window.
  • Big striped bass on bait in spring: the Delaware Bay shore, with a bait rig and a long rod.
  • Night fishing: Sandy Hook, with a pass, if you can get one.

Gear that works

A 9 to 11 foot surf spinning rod is the standard for the ocean beaches, with a sinker or bucktail sized to the current. For jetty tautog you want a heavier rod and a short leader. For the bay shore a medium rod with a sliding sinker rig works for bait. Tell us which beach and which fish and we will build the rod.

Safety

  • Surf and jetties: waves can reach rocks that look dry. Watch the sets, wear traction and do not fish a jetty alone.
  • Rips and inlets: currents are strong. Wade carefully.
  • Lightning: leave an open beach when a storm approaches.
  • Fish advisories: we did not read New Jersey’s consumption advisory, so check it before you keep fish.
